Alice C. Bulger, MBA
CEO

Alice Bulger is the owner and Chief Executive Officer of Healthcare Management Resources, Inc. She is a Magna Cum Laude graduate of Wilkes University, Wilkes-Barre, Pennsylvania, and attained her Master of Business Administration degree from Marywood University, Scranton, PA.

Prior to purchasing HMR, she served as the company’s Vice President of Operations, and had been the Radiation Oncology Department Manager at Mercy Hospital, Scranton.

She is experienced in all aspects of creating and operating full-service cancer centers. Some of the centers that benefit from her counsel include:

Under Bulger’s direction, HMR has conducted feasibility studies, financial Proforma reports, and/or strategic planning for cancer centers throughout Pennsylvania, Maryland, Tennessee, California, New Jersey, New York and Florida.

John J. Romani, CPA
CFO

John Romani is a CPA and the Chief Financial Officer for Healthcare Management Resources. He holds a BS degree from Wilkes University, Wilkes-Barre, PA, where his major was Accounting. Since 1988, Romani has focused his diverse healthcare background to providing services to physicians and physician groups. With over 24 years of diverse experience in the healthcare arena, he brings to the company an outstanding track record of increasing shareholder value.

At HMR he is responsible for developing the financial models for new clients and presenting the monthly financial information to all existing clients. He also negotiates the purchase of all major medical equipment and the related maintenance agreements and financing. Romani has developed a model to compose a fee schedule for physician practices to optimize insurance contract reimbursement.

He has also implemented physician remuneration models for multiple site, multiple state physician groups. He has consulted physician groups and proposed recommendations to optimize efficiencies in their business models and processes as well as internal controls.

Romani developed cost saving measures for everything from health insurance and benefits to telephone and utilities expenses, and has provided financial projections for startup entities as well as the merger of existing practices. Additionally, he has consulted for physician groups in project expansion, property leasing arrangements and financing proposals.

He is a past president of the Northeast Chapter of the Pennsylvania Institute of CPA’s (PICPA), currently serving the chapter on the executive committee and the nominations committee. He has been called to serve on the nominations committee for the PICPA at the state level for 2009-2010. Romani also serves as the financial committee representative for Wyoming Area Catholic School to the Scranton Diocese in the Holy Redeemer School System.

James P. Walker
Chief Information Officer

With a solid background in Biomedical Engineering and over twenty years of experience in healthcare information technologies, Jim Walker oversees HMR’s IT services. Prior to joining Healthcare Management Resources, Walker served as a biomedical engineer and network specialist at Mercy Health Partners, and as an adjunct professor of PC and Network Technologies at Johnson College, both of Scranton, PA.

While at Mercy, he set up the Laboratory’s first automated data acquisition system, and implemented a 1,000 node multisite network. At HMR, Walker continues to expand IT services so clients may benefit from streamlined operations and optimized business systems.

Kerry O’Grady, MS
Director, Practice Development

Kerry O’Grady’s diverse background lends to the array of Marketing services offered by HMR. She is a graduate of Marywood University with a BA in Radio and Television Communications, and has worked in the fields of radio, television, public relations, development, and preventive health administration. While serving as Director of Health Promotion at Wyoming Valley Health Care System, Kingston, PA, she attained a Master of Human Resources Administration degree from the University of Scranton.

Prior to joining Healthcare Management Resources, she performed sales and marketing roles for imaging centers in Forty Fort, Wilkes-Barre and Pottsville, PA, owned by Centers for Diagnostic Imaging, Minneapolis, MN, and Insight Imaging, Lake Forest CA.

O’Grady oversees all aspects of marketing as requested by HMR clients, including but not limited to PR, advertising, physician relations, patient relations, and corporate identity.

Carol A. Rama, RN, MSN, AOCN
Director, Education and Practice

Carol Rama earned her Bachelor of Science degree in Nursing from Bloomsburg University, Bloomsburg, PA, and received an MSN degree from the Hospital of the University of Pennsylvania, Philadelphia.

Her impeccable background as a cancer nurse includes training at a nine-month Fellowship at the National Institutes of Health, Bethesda, Maryland. After having served as an oncology nurse in several cancer centers, Rama’s role at HMR includes include developing and updating clinic policy and procedure manuals;
facilitating and providing patient and staff education; and serving as a clinical resource in maintaining regulatory compliance with local, state, and federal licensing agencies for several radiation oncology centers in Pennsylvania, New York, and New Jersey.

She is a member of the Oncology Nursing Society and the Sigma Theta Tau International Honor Society of Nursing.

Leah Nawrocki, RN, MSN, OCN
Manager, Clinical Services

While Leah Nawrocki’s primary role is to directly manage the two campuses of Northeast Radiation Oncology Centers, Scranton and Dunmore, PA, she serves HMR’s clients in the role of Clinical Research coordination. Nawrocki is accustomed to successfully handling several jobs simultaneously, having come from a position at Mercy Hospital, Scranton, PA, where she was the Oncology Unit Nurse Manager, the Manager of Oncology Services for the hospital, and the hospital’s Nurse Recruiter.

She ensures with the physicians that Clinical Research protocols are followed and recorded appropriately, and ensures that eligible patients are introduced to clinical research programs with a full understanding of their clinical trials.

Leah is a member of the Oncology Nursing Society and the Sigma Theta Tau International Honor Society of Nursing.

Donna M. Caputo, R.T.(R)(T)
Radiation Therapist and Auditing Specialist

Board certified radiation therapist Donna Caputo has more than 30 years of experience in hospital and outpatient oncology environments. In addition to her expertise as a therapist, she is a Chart Auditor for five cancer centers, and serves as a Billing Code Technician for medical reimbursements.

It is through Caputo’s attention to detail that auditing remains thorough and precise for clients of Healthcare Management Resources. She is a graduate of the Mercy School of Radiologic Technology, Scranton, PA.

Franklin J. Battin, CMD, R.T.(T) PA-C
Medical Dosimetrist, Radiation Therapist and Coding Specialist

Another multi-talented staff member of HMR, Frank Battin is a medical dosimetrist and radiation therapist proficient in comprehensive chart audits for documentation and revenue compliance.

He is skilled at providing training for billing, documentation and paperless functions, and serves Healthcare Management Resources’ clients with his experience in medical coding in radiation oncology billing.

Battin earned a Bachelor of Science degree in Radiologic Technology as a Cum Laude graduate of Bloomsburg University, Bloomsburg, PA. He holds a BS degree in Physician Assistant Studies, having graduated Magna Cum Laude from King’s College, Wilkes-Barre, PA.

Deborah Osborne, LPN
Clinical Research Associate

The exceptional reputation that Healthcare Management Resources has in Clinical Research is thanks in great part to the diligence of Debbie Osborne. A nurse who has received awards for accuracy in documentation of procedures, Osborne has ensured for almost 20 years the success of the clinical trials program through her meticulous standards.
